Senate bill will improve loan modification process for struggling homeowners

SB 827 builds on Senate Democrats’ foreclosure work of 2009 session

SALEM – The Oregon Senate approved a bill this morning that will clarify, streamline, and add some teeth to the state’s foreclosure laws. Senate Bill 827 will ensure that homeowners facing foreclosure receive timely, standardized information about how to request a loan modification and will give them recourse if there is a violation.

“The ongoing foreclosure crisis demands that we take action to help Oregon homeowners,” said Senator Suzanne Bonamici (D-NW Portland/Washington Co.), who carried the bill on the floor. “SB 827 builds on our work from last session and will increase the number of people we can help. With this bill, more Oregonians will have the information they need and the chance to be fairly considered for loan modification as an alternative to foreclosure.”

Garnishment bill will help protect Oregonians’ basic living needs

SB 926 builds on Senate Democrats’ work from 2009; updates garnishment law

SALEM – The Oregon Senate approved legislation this morning that will align Oregon’s garnishment practices with federal policy, providing greater protection to Oregonians so they can meet their basic needs. Senate Bill 926 will increase from one to two months the amount that is protected when wages are garnished to collect a debt. Protected income includes social security, veterans’ benefits, unemployment insurance, and other types of benefits meant to cover the most basic living expenses.

Bill will protect tenants when landlords enter foreclosure

SB 491 continues work last session to clarify rights of innocent renters

SALEM – The Oregon Senate passed legislation this morning that builds on Senate Democrats’ success protecting tenants if the property they rent goes into foreclosure. Senate Bill 491 improves security for tenants by clarifying inconsistencies in current law and modifying notice of foreclosure.

Legislation reins in supposedly “risk-free” trial offers

SB 292 sets standards that sellers must follow so consumers are not misled

SALEM – The Oregon Senate approved legislation this morning that will prevent sellers from imposing cumbersome financial obligations on consumers who sign up for “free trial offers.” Senate Bill 292 outlines the disclosure and billing requirements for such offers and requires a consumer’s affirmative consent to the terms of a free offer.

Senate Education Committee approves workforce development bills to improve skills, employ young workers

SB 175 establishes continuation of successful stimulus programs

SALEM –The Senate Education and Workforce Development Committee approved a bill this afternoon that will set up two workforce development programs modeled after successful programs funded with federal stimulus dollars. SB 175 would create the “Putting Oregon Back to Work Program” to improve Oregon’s workforce skills and the “Oregon Youth Employment Program” to provide teenagers with valuable job experience.
