Foster care program will protect kids, help keep families together
SB 964 modeled after successful pilot projects in Jackson, Clackamas and Washington Counties
SALEM – The Senate approved landmark legislation today that will implement a new approach to taking care of children who qualify for child welfare services. Senate Bill 964 requires the Department of Human Services and its county partners to implement Strengthening, Preserving and Reunifying Families (SPRF) programs. These programs provide services and support to help keep families together when appropriate and safe, avoid or limit a child’s placement in foster care, and ensure safety and stability when a child is returned home.

Senate approves voter access bill
HB 2880 ensures Oregon is in compliance with national voter reg laws
SALEM – The Oregon Senate approved legislation this evening that will help Oregon improve voter registration outreach across state agencies. House Bill 2880 will require state agencies to evaluate their compliance with the National Voter Registration Act (NVRA) and make plans for improving their compliance.
“The right to vote is fundamental to our democracy and Oregonians are proud of our high rate of registration and turnout in elections,” said Senate Majority Leader Diane Rosenbaum (D-Portland), who carried the bill on the floor. “We have a responsibility to reach out to as many Oregonians as possible about their right to engage in the democratic process. Understanding how we are registering voters across the spectrum of state services and agencies will help us meet this goal. This bill will increase transparency and efficiency in Oregon’s voter registration system.”
Partial mastectomies to be covered in updated law for breast cancer survivors
HB 3616 will close loophole in insurance coverage for reconstructive surgery
SALEM – The Senate approved a bill this morning that closes a loophole that allows insurers to deny coverage for certain breast cancer-related procedures. While current law indicates that reconstructive surgery for breast cancer victims who have had a mastectomy must be covered, the statute that defines mastectomy is somewhat ambiguous. This has allowed some insurance providers in Oregon to exploit this uncertainty and deny patients coverage for reconstructive surgery if they have had only a lumpectomy or other surgical treatment.

Senate approves bill outlining critical services to Oregon seniors
HB 3037 revises coverage under Oregon Project Independence
SALEM – The Senate passed a bill this morning that specifies that services provided through the state’s Oregon Project Independence (OPI) program. HB 3037 clarifies that eligible seniors in the program can receive in-home and community-based home care, health promotion services, information on immediate and long range options counseling, and transportation services through OPI.

Bill cracks down on “johns,” will help young sex trafficking victims
HB 2714 significantly increases fine for engaging in prostitution with minors
SALEM – The Senate approved a bill this morning that makes a significant change to how the crime of paying for sex with an underage prostitute is prosecuted in Oregon. HB 2714 increases the fine for paying for sex with a minor from $6,250 to $20,000 and separates in statute the crime of soliciting prostitution from the crime of offering prostitution. Today’s vote came following an event held by the Women’s Health and Wellness Alliance to raise awareness around women’s issues. HB 2714 is a priority bill for the Alliance this session.
