Public safety measures receive Senate votes

Bills addressing DUII, strangulation pass this morning

SALEM – A number of bills in the public safety areas received final legislative approval this morning by the Oregon Senate.

“Protecting public safety is a key priority for Oregon Senate Democrats,” said Senate Majority Leader Diane Rosenbaum (D-Portland). “From preventing crime at its roots, to appropriately punishing offenders, to helping reduce recidivism, these bills demonstrate a commitment to keep communities in Oregon safe.”

“Officer Chris Kilcullen Memorial Highway” approved with Senate bill

SALEM – The Oregon Senate unanimously approved a bill this morning that will honor a fallen Eugene police office by naming a stretch of highway frequently traveled by the officer after him. Lane County Senators Lee Beyer, Chris Edwards, and Floyd Prozanski worked quickly to introduce Senate Bill 987 on behalf of community members and local law enforcement to honor Officer Chris Kilcullen, who was killed in the line of duty on April 22, 2011.

Bill cracks down on “johns,” will help young sex trafficking victims

HB 2714 significantly increases fine for engaging in prostitution with minors

SALEM – The Senate approved a bill this morning that makes a significant change to how the crime of paying for sex with an underage prostitute is prosecuted in Oregon. HB 2714 increases the fine for paying for sex with a minor from $6,250 to $20,000 and separates in statute the crime of soliciting prostitution from the crime of offering prostitution. Today’s vote came following an event held by the Women’s Health and Wellness Alliance to raise awareness around women’s issues. HB 2714 is a priority bill for the Alliance this session.

Bills to reduce toxins in waterways, landfills approved by Senate

SB 945 tackles harmful chemicals in brake pads; SB 82 bolsters e-cycle program

SALEM – The Oregon Senate passed two bills this morning that will help reduce pollution in Oregon. Senate Bill 945 creates a phased-in approach to removing certain brake pads from the market, specifically those with elements like copper that are harmful to salmon and other aquatic life. Senate Bill 82 will reward companies that exceed their electronic recycling quota while adding desktop printers and computer peripherals, including the keyboard, mouse and cords.

“These bills are both significant environmental victories for Oregon,” said Senator Jackie Dingfelder (D-Portland), chair of the Senate Environment and Natural Resources Committee. “SB 945 makes the state’s waters safer for salmon and other aquatic species, saves cities millions in potential environmental clean-up expenses, and enables auto manufacturers to provide safe and reliable brakes to consumers. SB 82 expands the list of electronic products that Oregonians can recycle, creating jobs for Oregonians and keeping these products out of landfills.”

Animals protected under changes to Family Abuse Prevention law

SB 616 addresses domestic violence victim’s fears that pets will be harmed by abuser

 SALEM – Domestic violence victims that fear for the safety of their animal companions may find comfort with a bill passed this morning in the Oregon Senate. Senate Bill 616 will allow judges to include pets under domestic violence restraining orders. Twelve independent studies have reported that between 18 percent and 48 percent of battered women delay leaving abusive situations out of fear for the safety of their animals. 

 “This change may encourage some victims of domestic violence to seek help sooner,” said Senate Majority Leader Diane Rosenbaum (D-Portland), a chief sponsor of the bill. “Cruelty to animals can be a serious part of the cycle of family violence. The fear that something could happen to a loved animal can be paralyzing and prevent a partner from leaving an abusive relationship.”
